Background: Human Resource Development is a proses of enhancing the knowledge, skills, and capacities of all resident of a society. Human Resource Development within the organization is directed at improving performance in order for the organization to grow large, more effect, more effective, in competition and better able to generat profit. Objective: to know the factors that influence the Effectiveness of Health Human Resources Development Program at Health Office of DKI Jakarta Province Method: The research method used in this research is qualitative research method. Qualitative data were obtained by observation, interview, and document study. Results and discussion: the main factors affecting the Effectiveness of Financing the Health Human Resources Program at the Health Office are: planning, competency gaps, training needs identification, available budget, human resource needs and activity evaluation. Financing Health Human Resource Development Program in Health Office of DKI Jakarta Province has not been effective yet. This is caused by several factors, namely: Human resource development planning not yet exist, recruitment system not yet in accordance with the need and existence of moratorium of civil servant, placement of human resources which is not in accordance with Education, no Training Need Assessment (TNA), budget available is very limited at about 0.01% of the total budget of the Health Service. Other factors that hamper the Effectiveness of Health Human Resource Development Program Financing In DKI Jakarta Provincial Health Office include: crowded schedule, incomplete data and limited resources Conclusion and suggestion: The financing of Health Human Resource Development Program in Health Office of DKI Jakarta Province has not been effective yet. More research is needed related to the implementation of health human resource development program.
